The Principal Designer’s Duty to Plan and Manage Design Work


Under the Building Safety Act, the Principal Designer must be a designer who has control over the design work. Their primary duty is to take all reasonable steps to ensure that the design team coordinates their work so that the project remains compliant with building regulations. This involves more than just a cursory review of drawings; it requires a systematic approach to managing information flow and ensuring that different design disciplines—such as structural, mechanical, and fire engineering—are not working in silos. The Principal Designer acts as a central coordinator, ensuring that a change made by one designer does not inadvertently create a compliance failure in another area of the building’s safety strategy.


Competence Requirements and the "Gateway" Process


A critical element of the Building Safety Act is the requirement for "competence." For the Principal Designer, this means possessing the necessary skills, knowledge, experience, and behaviors to fulfill the role. For Higher-Risk Buildings (HRBs), the scrutiny is even more intense, as the project must pass through various "Gateways" managed by the Building Safety Regulator (BSR). Gateway 2, for example, requires a full application before construction can even begin. The Principal Designer must sign a compliance declaration, effectively staking their professional reputation on the fact that the design meets the functional requirements of the Building Regulations. Managing the "Golden Thread" of Information


 


One of the most talked-about requirements of the Building Safety Act is the "Golden Thread" of information. The Principal Designer plays a pivotal role in establishing this digital record during the design phase. They must ensure that all design decisions, especially those relating to fire and structural safety, are documented, stored, and handed over to the Principal Contractor and, eventually, the building owner. This ensures that throughout the building's lifecycle, there is a clear understanding of why certain materials were used and how the safety systems were designed to function. This prevents the loss of critical safety information that often occurs during the hand-over between different project stages.
